3、投标人资格要求
投标人应具备的资格或业绩:1) 投标人具有有效的营业执照(国内投标人)/企业经营许可证明文件(国外投标人)。
2) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。
3) 投标人在中国境内近三年没有不良业绩记录或严重质量问题，否则其投标也将被否决。

6) 信誉要求：

7) 资质要求：
①有效的ISO9001质量管理体系认证证书或同等质量体系认证证书；
②有效的ISO14001环境管理体系认证证书或同等环境管理体系认证证书；
③有效的ISO45001职业健康安全管理体系认证证书或同等职业健康安全管理体系认证证书；
证明材料：需提供有效的资质证书复印件加盖投标人公章。
8) 业绩要求：
(1)投标人提供2017年1月1日至今，在国内炼化企业或大型油品(气)码头至少2套及以上，采用“吸收+吸附”工艺，处理含有汽油、煤油或三苯类及化工轻油等油气回收处理装置的供货及运行业绩(处理规模在800m3/h 以上)，且要求连续稳定运行至少1年以上。尾气排放满足苯≤4mg/m3，甲苯≤15mg/m3，二甲苯≤20mg/m3，己烷(非甲烷总烃)≤100mg/m3，非甲烷总烃去除效率≥97%。
证明材料：a. 2套门槛业绩中至少有1套处理三苯类油气的油气回收处理装置的业绩。提供满足上述要求的业绩合同关键页复印件(包含合同封面、合同签章页、合同供货范围表等)、技术协议、业绩合同的增值税发票复印件；
b. 提供投用1年(含)以上项目验收报告或使用报告或应用证明；
c. 提供业主委托的具有国家认可(具有CMA或CNAS认证资质)的第三方检验单位出具的尾气指标检测达标报告(时间要求：2021年10月-2023年3月期间的6次不同月份的第三方检测报告)或提供用户出具加盖公章的《连续一年正常运行证明材料》，时间范围：2021年01月-2023年03月。
第三方检验单位出具的尾气指标检测报告中，必须有检测报告编号、检测机构电话、公章清晰。投标人提交的文件为检查报告的彩色复印件或扫描件，公章位置处不应重叠其他印章。
《连续一年正常运行证明材料》中：每个月均需要有检测分析数据(不得填写合格或达标)，且不少于8个月，有第三方检测机构和检测负责人及联系电话(必填项，否则还需要提交1份及以上2021年01月～2023年03月期间的业主委托的第三方检测报告)。证明材料需盖业主所在部门/车间及以上的公章，公章要清晰字迹可辨认，且无其他印章重叠。投标文件为《连续一年正常运行证明材料》的原件的彩色复印件或彩色扫描件——模板见招标文件附件12业绩清单附件1。
d. 投标人提供的业绩报告，只能是“吸收+吸附”工艺路线的装置进、出口采样分析数据，其他工况下的业绩报告不予认可。该“吸收+吸附”工艺路线不应包含冷凝、膜或破坏法(CO、TO、RTO、焚烧等)任意一种或工艺组合。
e. 投标人需在开标前准备好相关业绩证明材料的纸版文件原件(每个业绩包含：销售合同、发票、技术协议、6次检测报告(可提供彩色复印件)或连续一年正常运行证明材料原件)带到开标现场备查。招标人保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。
(2)投标人为成套商的，应提供满足上述业绩要求的技术授权方的技术授权文件和技术授权方的业绩证明材料，并加盖技术授权方和投标人的公章。同一技术授权方只能授权唯一投标人参与投标，且技术授权方与被授权方不能同时参与投标。技术授权方业绩视为投标人(被授权方)业绩。

3、Qualification Requirements For Bidder
Qualifications or Performance:1) The bidder must have a valid business license or business license certificate.
2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.

5) Credibility requirements:
A. 6) Qualification requirements:
① valid ISO9001 quality management system certification or equivalent quality system certification;
② valid ISO14001 environmental management system certification or equivalent environmental management system certification;
③ valid ISO45001 occupational health and safety management system certification or equivalent occupational health and safety management system certification;
Supporting materials: a copy of the valid qualification certificate must be provided with the official seal of the bidder.
7) Performance requirements:
(1) Bidder shall provide the supply and operation performance of at least 2 sets and above in domestic refining enterprises or large oil (gas) terminals since January 1 2017 using "absorption + adsorption" process processing oil and gas recovery treatment devices containing gasoline kerosene or triphenylene and chemical light oil etc. (processing scale of 800m3/h) above) and requires at least 1 year of continuous stable operation. Tail gas emissions to meet the benzene ≤ 4mg/m3 toluene ≤ 15mg/m3 xylene ≤ 20mg/m3 hexane (non-methane total hydrocarbons) ≤ 100mg/m3 non-methane total hydrocarbon removal efficiency ≥ 97%.
Supporting documents: a. 2 sets of threshold performance with at least 1 set of performance of oil and gas recovery and treatment device dealing with triphenylene oil and gas. Provide copies of key pages of performance contracts to meet the above requirements (including contract cover contract signature page contract supply scope table etc.) technical agreements and copies of VAT invoices of performance contracts;
b. Provide the acceptance report or use report or application certificate of the project put into use for more than 1 year (inclusive);
c. Provide the third-party inspection unit with national accreditation (with CMA or CNAS certification) commissioned by the owner of the exhaust gas indicators test report (time requirements: October 2021 - March 2023 period of six different months of the third-party test report) or provide the user issued stamped "one year of continuous normal operation of the certification materials" the time range: January 2021 - March 2023.
The third-party inspection unit issued by the exhaust gas indicator test report must have the test report number the telephone number of the testing agency and a clear official seal. The documents submitted by the bidder are color copies or scanned copies of the inspection report and there should be no overlapping of other seals at the location of the official seal.
In the "continuous one-year normal operation of the supporting documents": each month need to have test analysis data (shall not fill in the pass or meet the standard) and not less than 8 months with a third-party testing agency and the person in charge of testing and contact phone (required items otherwise you also need to submit one and more copies of the third-party test report commissioned by the owner during the period from January 2021 to March 2023). Supporting documents should be stamped with the official seal of the owner's department/workshop and above and the official seal should be legible with clear handwriting and no overlapping of other seals. The tender document is a color copy or color scanned copy of the original of the "Proof of Normal Operation for One Consecutive Year" - see Annex 1 of the Performance List in Annex 12 of the tender document for the template.
d. The performance report provided by the bidder can only be the inlet and outlet sampling and analysis data of the "absorption + adsorption" process line and the performance report under other working conditions will not be recognized. The "absorption + adsorption" process route should not include condensation membrane or destruction method (CO TO RTO incineration etc.) any one or a combination of processes.
e. Bidders need to prepare the original paper version of the relevant performance documents (each performance includes: sales contract invoice technical agreement six times test report (color copy can be provided) or the original one year continuous normal operation certification materials) before the bid opening to the bid opening site for inspection. Bidders reserve the right to review the original such as the above qualifications performance and related information found to be fraudulent as a rejection of the tender processing.
(2) If the bidder is a complete set the technical authorization documents of the technical authorizer and the technical authorizer's performance supporting materials shall be provided to meet the above performance requirements and the official seal of the technical authorizer and the bidder shall be affixed. The same technical authorizer can only authorize the only bidder to participate in the tender and the technical authorizer and the authorized party cannot participate in the tender at the same time. The performance of the technical authorizer is regarded as the performance of the bidder (authorized party).
